There are not many hotels especially close to Kyoto University, but there are plenty in the more central areas of the city, from which it is easy to commute by bus. (See here for a city bus map.) In particular, if you book a hotel within (or close to) the region contained within the streets Marutamachi - Kawaramachi - Shijo - Karasuma (in the north, east, south, west, respectively), then there will be no problem in accessing the University.

Concerning booking, probably the easiest is to use a general hotel booking website (such as booking.com or expedia, etc), but if you have specific questions, please do not hesitate to contact a member of the local organising committee.
